The IELTS reading test is not a really reading test. Sure you need to use the reading skills like skimming and scanning but, lots of people have done really well on the IELTS test without practicing these skills. The main goal of IELTS Reading is to test the ability to understand what you have read.
Learn to Read Fast
We strongly recommend adapting to read fast prior to the exam. The best methods to include reading newspapers and books. Try to read the full A4 sheet in under 7-8 minutes. Don't worry about and not remembering every word.
Choose your own technique
It may be sound very strange at first, but... there is no ultimate advice which technique fits you the best. You should be choose yourself how to search for right answers and what to do first: read questions or text. A lot successful candidates will prefer to read the text first, and only then answer the questions. But some will say it's better to do the other way. Practise doing IELTS Reading samples to determine which the technique fits you more.
